Happy 63rd Birthday SIR PHILIP MARTIN BAILHACHE Bailiff of Jersey

The Current Bailiff of Jersey is SIR PHILIP MARTIN BAILHACHE , QC who was elected to the post in 1989. He lives with his wife Linda Le Vavasuer dit Durell and 2 children Alice and Edward at L'Anquetinerie, Grouville, Jersey JE3 9UX .This picture below is of the datestone celebrating their marriage in 1984 when he was 38.

Sir Philip was born 28 Feb 1946 almost at the same time as George Robertson. He is an Old Carthusian and went on to read Law at Pembroke College Oxford (MA, Hon Fell 1995); admitted to theMiddle Temple 1968, advocate Jersey 1969–74

He was for many years in the 70's and 80's the Governor of the Jersey Home for Boys (Haut de la Garenne)

First elected to the States of Jersey as Deputy of Grouville in 1972, he resigned his seat in 1975 to become a Crown Officer when appointed as HM Solicitor General. He became HM Attorney General in 1986. He was the serving Attorney General at the time of the court case vs. Peter Pearce which represents the only time that a senior legal official in Jersey has lost a case in the Royal Court of Jersey. The case was presided over by the Bailiff of Guernsey.

He was involved in the controversy surrounding the removal of Vernon Tomes (later Senator Vernon Tomes) as Deputy Bailiff, and replaced Vernon Tomes in that office in 1994. He became Bailiff of Jersey in 1995 and received his knighthood in 1996.

Vernon Tomes, the island's Deputy Bailiff, and a farmer's son was dismissed by Queen Elizabeth in 1992, acting on instructions from Whitehall. The reason given was that, as a senior judge, he had been repeatedly late in delivering judgments.The Queen rules as heir to William, Duke of Normandy, and not as a British monarch, she appoints the Bailiff and Deputy Bailiff to preside over the States and the judiciary and to represent the island abroad.

At the time Tomes was sacked her representative was Lieutenant Governor, Air Marshal Sir John Sutton who was booed and heckled in the streets of Jersey. The Bailiff presented Sir John with a pair of decanters "suitably inscribed" when he eventually retired Tuesday, 27th June 1995.

In 2006, Sir Philip awarded l'Ordre de la Pléiade (Grand Officier class) by l'Assemblée parlementaire de la Francophonie.

Philip is curently recovering from surgery from prostate cancer and will not return to office until the end of March - meanwhile Deputy Bailiff Michael Birt is standing in for him.

PRAYERS OF REPENTANCE were said at the church closest to Haut de la Garenne, where the remains of a child were found, at a service attended by Jersey’s highest officials this evening.
Rev Canon Dr Peter Williams who has arranged the service at Gouray Church where he is vicar, said prayers of “corporate repentance” would be said during the service attended by the Island’s First Minister, the Chief of Police and the Queen’s representative.

They would consider Matthew 18 : 5 “Whoever receives one such child in my name receives me, but whoever causes one of these little ones who believe in me to sin, it would be better for him to have a great millstone fastened around his neck and to be drowned in the depth of the sea."

EDUCATION Minister Mike Vibert yesterday today spoke to the press on the steps of the State House and said that ‘I regret that there was a historic case of child abuse at one of the Island’s schools 'Victoria College', which was uncovered in the early 1990s before I was elected as a States member.

‘Once reported to the Education Department of the day this incidence of abuse was taken seriously. The man responsible was successfully prosecuted and subsequently imprisoned.’
The Education Minister made the statement after Senator Stuart Syvret gave copies of a leaked report into the Jervis Dykes child abuse scandal to the media yesterday.

LOCAL PRESS reports today say children at Haut de la Garenne were selected for abuse and kept in a ‘deep, dark place in the ground’ before it occurred, police have been told.
It is claimed by alleged victims that the abuse, which was sexual and physical, either took place within the holding chamber in the ground where the children were kept and fed, or elsewhere in the building.

Only one person has been charged in connection with the current enquiry. In January Gordon Claude Wateridge, 76, was accused of indecently assaulting three girls under 16 between 1969 and 1979.

There really isn't any evidence beyond hysterical witch-hunt gossip that he was working at Garenne (simultaneous to a demanding career in Law - hmmm)- although in some respects he does deserve this smear campaign for the disgraceful treatment of Syvret which he presided over, and for being the ultimate symbol of the rotten-to-the-core Jersey establishment.

No one has claimed he was working at Garenne. The claim is that he chaired the home's board of governors.

Surely that must be a matter of public record?

Public Records .... something it appears are somewhat patchy for several institutions in Jersey...apparently.

The Bailiff of course hase responsibilities over and above being aGovernor of a School / Children's home.

The secrecy which is endemic in Jersey has been maintained by their mediaeval system of Government encourages the removal of records - as it does elsewhere .e.g Islington.

There are many people who feel that concealing and failing to deal with child abuse (even it appears in this case murder) when in a position to act on evidence provided is worse than the original crime , because it allows the perpetrators.

1. To escape punishment
2. To continue their activities
3. Further destroys children's lives

The treatment of Senator Syvret only confirms the view that extremely powerful and influential people have been at work suppressing investgations of child abuse on Jersey.

"Senator Stuart Syvret, Jersey's former health minister, yesterday released fresh allegations of child abuse at another former care home on the island. A secret social services report written in 1999 stated that "gross acts of physical and psychological abuse" were committed against children at the Blanche Pierre home in St Clement between 1986 and 1990."

I am disgusted that the Jersey Constitution has not been overhauled.

It will have to be!

Alternatively, the financial position of the island will be destroyed and its economy will be wrecked.

The only way forward for Jersey is total independence.

The crown and church are being mercilessly destroyed by Gordon Brown and his cohorts.

The Current Bailiff might live with his second wife but he has a duty to put forward explanations to several questions to show accountability and transparency to the people of Jersey.

1. The Bailiff cannot be head of the judiciary and at the very same time, "independent" speaker of the Jersey States of Jersey legislature. This strikes at the very essence of the separation of powers between: i) the executive, ii) the legislature and iii) the judiciary.


2. Every Judge swears an oath to "the people" that he will have no conflict of interest between any of his private interests and his public duty to administer justice fairly and without favour.


3. Every judge swears an oath to "the people" that he will always act "in the interests of justice" when performing his judicial function.


4. Understanding the Bailiff is a Freemason, he has sworn an oath to all brethren of Freemasonry to support in any and every way he can a fellow "brother" who communicates the fact he is in "distress".


5. The oath of Freemasonry must override every other oath the Freemason has taken.


6. How can the Bailiff possibly administer the law of Jersey fairly and without favour "in the interests of justice".

Sir Philip read Law at Pembroke College, Oxford (MA, Hon Fell 1995); admitted to the Middle Temple 1968, advocate Jersey 1969–74. The Bailiff is thus well read in the basic principles of law.

The Bailiff cannot sit on any trial held in Jersey where there are issues of a civil or criminal nature that involve child abuse, murder or any kind of assault in relation to any person who was resident at the public sector childrens homes in Jersey, in particular in relation to the Haut de la Garenne children's home, as he had been a regular visitor at Haut de la Garenne.

The Bailiff was for many years in the 70's and 80's the Governor of the Jersey Home for Boys (Haut de la Garenne)

12. It is well known that this is but the tip of a vast iceberg that has links with the organization that owns a very large detached property with two semi circular steps going up to its formal first floor entrance on the south side of Stopford Road, St Helier with a car park to its western side.


13. It would be best if the Bailiff retires, as the people of Jersey are well aware of the secrets of the man who was not the person he could have been. The learned Bailiff had everything a man could ever want - apart from 1 essential thing.

The vicar of the beautiful Gouray Church knew what the Bailiff of Jersey lacked!

If Sir Philip Bailhache as Bailiff of Jersey was governor at Haut de la Garenne childrens home - should he not be prepared to "come clean" and admit the truth that he had a legal duty of oversight.


Why is he denying his involvement?
Was he reckless?
Was he negligent?
Was he acting in a criminal way by subverting the course of justice?
Was he protecting his friends and colleagues who are Freemasons?


We the public are entitled to very clear answers to every one of our very simple and clear questions from our accountable and transparent public officials?


It appears that the long suffering people of Jersey have once again been compromised and deceived by the men of senior rank who control Jersey and are they not all members of an organization headquartered in Stopford Road, St Helier - which is in place to protect all "brethren" "on the square" who are "seeking the light" - or is it the darkness of Lucifer and his deeds?


The people of Jersey need to remind themselves of whom exactly Lucifer represents?

Jersey needs NEW elections.


Retire ALL Freemasons from public office - who have brought the public sector into total disrepute.


Retire ALL Freemason Crown Officers - who have brought the Crown into total disrepute.


Retire ALL Freemason politicians - who have brought the government into total disrepute.


Retire ALL Freemason civil servants - who have brought the civil service into total disrepute.


Retire ALL Freemason male advocates - who have brought the law of Jersey into total disrepute.


Make it illegal to be a male advocate and also a Freemason - who cannot hope to act "in the interests of justice", when he has secretly sworn to uphold the interests of his fellow "brethren" Freemason.


Too many legal cases in Jersey have ended in farce or injustice under Jersey's current laws that are diverted and manipulated to wards the direction of errant unfairness and patent injustice.


It needs to be incompatible and/or illegal to compromise independence/public office with private interest as a member of Freemasonry, a person who has previously sworn to protect any Freemason from the justice of non Freemasons.


A register of every man in Jersey who is a Freemason who has privately sworn to protect all "brethren" needs to be introduced in Jersey - if a person seeks any kind of public office. Such membership of Freemasonry is incompatible with exercising impartial public office and must be compulsorily declared.


The new Bailif of Jersey - the present Bailiff cannot continue in office without there being a total collapse in public confidence in public control - must never again be allowed to sit as Speaker of the island's parliament in addition to being head of the judiciary of the island of Jersey. Such duality of compromising roles clearly brings the office of Bailiff of Jersey into total disrepute and leads thereto to a collapse of confidence in governance towards a corruption and tyranny by a secretive cabal.


Until basic changes are made to Jersey's constitution, no person in or out of Jersey could ever have any form of confidence in the governance of the island of Jersey which is presently run as a fiefdom of Freemasonry.


Until Jersey totally and unequivocally rids itself of the cancer of Freemasonry, no amount of public church or ecclesiastical services can ever bring back public confidence in the honesty and integrity that was once permanently resident in Jersey.


I personally know of far too many Freemasons in Jersey who have totally tarnished, casually corrupted and arbitrarily adulterated the once respectable reputation for honesty, probity, and trust of the legal, democratic and financial authorities in the island.


So many good, intelligent and wise people in Jersey and from Jersey have been crying out about the many injustices of Jersey.


Now they must be heard.

Now that is interesting.


If you realise the connection, it becomes understandable why public records are "somewhat patchy" for "several public sector institutions in Jersey"...fact!

The Bailiff of Jersey - Philip Bailhache - does of course have responsibilities over and above being a Governor of a School/ Children's home.

The disgraceful treatment by the Freemason members of the States of Jersey Parliament - against Senator Stuart Syvret - only confirms the view that extremely powerful and influential people have been at work suppressing investgations of serial sexual child abuse on Jersey.


Jersey needs to be sorted out...

The photograph of Sir Philip Bailhache KBE - Bailiff of Jersey -could almost be a photograph of a standard serial sexual child abuser/predator.

We see a man dresed in a santa's costume of red and white posing as a good respectable family man who is a paragon of virtue.

But beneath the costume what do we see?

A man who went through a bitter divorce and paid visits to a boys home where there continued allegations of ritual child sexual abuse. Suffering, pain and even murder. Bodies and blood found beneath concrete and four darkened underground dungeons accessed by trap doors that were the chamber of horrors - hiding a sadistic secret for some 40 years - all the time abuse escalated.

All the time the respected were revered.

The public church service at Gouray only escalated the anger when the vicar said that all should be necklaced with millstones and thrown off the cliffs into the sea.

Perhaps that is why the most senior judge of Jersey - who is now universally discredited amongst islanders - prefers to wear a costume.


At least the islanders know him too well...

I am an elderly grandmother and I write this with very great pain.

All the island of jersey feel betrayed and let down by philip bailhache.

He had everything a man could ever want.

He came from a good family.

He had a very good education.

He had a lovely first wife.

He had a very good job.

But he had a great secret and he paid for it with his spiritual life.

His victims are very angry and I hope they can have it in their heart to forgive him.

Would like to make an anouncement:
that a stranger will come to the Island to investigate this matter.

The results of the investigations will be analyzed. Those found guilty or participating will be sentenced by a higher court outside Jersey/Uk.

Saditic executioners will trace down those who have been sentenced.
There is no place to hide for those involved, they will never be safe for us, wel will find those involved and inflict terror and pain.
